Health Solutions Management Team

Keith Dixon, Ph.D.
President, Health Solutions

Keith Dixon, an eight-year veteran of CIGNA, is responsible for the operational implementation and execution of CIGNA Health Advocacy strategy. Formerly, Dixon was President of CIGNA Behavioral Health, a market-leading innovator of employee assistance, work-life and behavioral management services covering more than 18 million members.

In late 2006, CIGNA Behavioral Health was organizationally combined with CIGNA's CareAllies group to form Health Solutions, an organization within CIGNA HealthCare that provides consumer engagement, health coaching, 24-Hour Nurse Line, and comprehensive disease and health management for employers. Dixon now leads the combined organization.

Prior to joining CIGNA, Dixon was President of United Behavioral Health, a national company, and President and CEO of Vista Behavioral Health, a regional company in Southern California. In 1996, Dixon was elected by his industry peers to serve as chairman of the American Managed Behavioral Health Care Association, a trade group focused on federal mental health and substance abuse policy. Trained as a psychologist, Dixon has a 25-year history in the behavioral health industry, and is now using his behavioral expertise and experience more broadly at CIGNA to improve general health outcomes for employees and their dependents.

Dixon earned his Bachelor degree from the University of Minnesota, his Masters degree from the University of St. Thomas, and his Ph.D. from The Union Graduate School. In 1980, Dixon was awarded a Fulbright Scholarship in India. He has published numerous articles on the behavioral health industry and the challenge for employers managing behavioral issues and disorders in their workforces. He has appeared nationally on CBS Evening News with Dan Rather, 60 Minutes and ABC's Nightline.

Dixon is an accomplished artist, and his drawings, paintings and bronze sculptures are in several private and corporate collections throughout the United States.


Dave Bourdon
Chief Financial Officer

Dave Bourdon is Chief Financial Officer of Health Solutions, a business unit of CIGNA focusing on consumer engagement and improving the health and vitality of each individual we touch through behavioral health offerings and a suite of health and wellness solutions. In this role, Bourdon leads financial planning and analysis, revenue management, pricing and underwriting, accounting production, and business and project controller activities. As a graduate of CIGNA's Financial Leadership Program, Bourdon has experience across all facets of finance, including corporate finance, accounting, underwriting, and actuarial positions.

Before joining Health Solutions, Bourdon held several positions at CIGNA HealthCare, including Regional Director of Underwriting where he was responsible for clients in Georgia and the Carolinas.

Prior to entering the private sector, Bourdon served eight years in the United States Coast Guard. That included four years in leadership positions conducting operational missions such as search and rescue, law enforcement, and environmental protection. During his final three years in the Coast Guard, Bourdon managed the Coast Guard's operating budget and worked with the U.S. Congress on funding issues.

Bourdon is a graduate of the U.S. Coast Guard Academy and holds an MBA in finance from the University of Maryland.


Jodi Aronson Prohofsky, Ph. D., L.M.F.T.
Senior Vice President of Operations

Jodi Aronson Prohofsky is Senior Vice President of Operations for Health Solutions, a business unit of CIGNA focusing on consumer engagement and improving the health and vitality of each individual we touch through behavioral health offerings and a suite of health and wellness solutions.

In this role, Aronson Prohofsky provides overall strategic guidance on all aspects of clinical and administrative operations across the business's product portfolio, clinical program development, medical and quality management, claims, customer service, and customer reporting

Since joining CIGNA in 1992, Aronson Prohofsky has presented at more than 50 conferences, providing education and awareness of behavioral health issues. She also acts as a spokesperson for behavioral health, offering her expertise to nearly 20 news articles and publications. Aronson Prohofsky is the author of two independent books on managed care: "The Dictionary of Managed Behavioral Health Care: 'A' is for Access" and "Inside Managed Care."

Prior to her current role, Aronson Prohofsky served as Vice President of Quality and Compliance; Assistant Vice President of Clinical Administration; and Director of CIGNA's Tampa Regional Care Center. Prior to that, Aronson Prohofsky owned a small private practice in South Florida.

A certified Intrinsic Coach, and Six Sigma Yellow Belt, Aronson Prohofsky received her doctorate in 1992 from Nova University, which encompassed advanced training in social and systemic studies, qualitative inquiry and postmodern philosophies. She has received numerous awards, including being named to the 2008 Business Insurance list of "Women to Watch," as well as one of the top 25 "Women Changemakers" in 2004 by Twin Cities Business Insurance magazine.


Dr. Charles Smith
Chief Medical Officer

Dr. Charles Smith is Chief Medical Officer for CIGNA's health solutions unit, which provides health and wellness programs, including health coaching, behavioral health and lifestyle management programs, case management and chronic condition management. In this role, Dr. Smith is responsible for clinical policies, clinical strategic direction and leadership for the unit's physicians.

Dr. Smith has more than 20 years of experience developing comprehensive health and wellness strategies that emphasize prevention and employee engagement. Prior to rejoining CIGNA in 2008, Dr. Smith served as a principal for Towers Perrin's Health and Welfare practice in New York.

Dr. Smith was previously at CIGNA in various medical leadership positions, most recently as national medical officer for CIGNA HealthCare national accounts. Prior to CIGNA, he served as senior medical director for NYLCare Health Plans of the Gulf Coast, medical director for Prudential Health Plans, Houston and for FHP Health Plans in San Diego, as well as a staff physician with Kelsey-Seybold Clinics in Houston.

Dr. Smith received a bachelor's degree from Texas Tech University and both medical and family practice degrees from the University of Texas Health Science Center, Houston.

Susan Adams
Chief Counsel, Health Solutions

Susan Adams is Chief Counsel for Health Solutions, a business unit of CIGNA focusing on consumer engagement and improving the health and vitality of each individual we touch through behavioral health offerings and a suite of health and wellness solutions. Adams was appointed Chief Counsel for CIGNA Behavioral Health, a predecessor of Health Solutions, in 2005.

She is responsible for a broad spectrum of legal issues related to privacy, compliance, regulatory oversight, contracting, utilization review, quality management, credentialing and claims. Additionally, she has oversight of CIGNA's Contract, Compliance and Regulatory Affairs department.

Prior to her current position, Adams was Senior Counsel for CIGNA's HMO and insurance businesses in New York, New Jersey, Connecticut, and Pennsylvania. She joined CIGNA in 1991 as Counsel to CIGNA's compliance, marketing and product development organizations.

Before joining CIGNA, Adams was an associate with Murtha, Cullina, Richter and Pinney, concentrating on corporate, administrative and health care law.

Adams is a graduate of Colgate University and received her J.D. from the University of Pennsylvania Law School.


Howard Gough
Vice President of Distribution, Health Solutions

Howard Gough is responsible for the direction, strategy and vision of sales and account management teams within CIGNA's Health Solutions business unit.

His focus is on the optimization of sales and account management for Health Solutions to service CIGNA customers in both domestic and international markets.

Gough was previously head of distribution for vielife, which was acquired by CIGNA in December 2006. Prior to the acquisition, he drove vielife's growth in the United States market. Gough has been with the combined organizations for more than seven years, holding leadership positions in product, marketing and distribution.

Prior to vielife, Gough led the sales and marketing teams for a number of businesses in the United Kingdom, led a management consultancy practice and advised blue-chip clients on succeeding in new digital age.

Gough, who is based in Philadelphia, has an Honors Degree in Accounting and Finance from Nottingham Trent University in England.
